2026-2027 Strategic Plan Cover

Los Angeles is a world-class city, home to more than 4 million residents, over 560,000 businesses, and one of the largest metropolitan economies in the world. Spanning 469 square miles, the City delivers public safety, sanitation, utilities, transportation, recreation, and essential services to residents, businesses, and visitors every day. Digital tools and information technology are fundamental to this mission, making services more efficient, effective, and accessible. Today, the demand for digital government has never been greater.

Over the past year, the Information Technology Agency (ITA) has advanced efforts to modernize City operations while maintaining critical services under challenging conditions. The City continues to operate in a post-pandemic environment shaped by expectations for online, mobile, and “contactless” services, while preparing to host major global events, including the 2026 FIFA World Cup, the 2027 Super Bowl, and the 2028 Olympic and Paralympic Games.

At the same time, the City faces fiscal pressure, workforce constraints, evolving cybersecurity threats, and the opportunities and risks of emerging technologies such as artificial intelligence. In response, the 2026–2027 ITA Strategic Plan focuses on high-impact initiatives that move the City forward—not toward a “new normal,” but toward a more digital, resilient “new better.”

This document is not intended to be a comprehensive listing of everything we do. Instead, it summarizes our environment, focus, key challenges, and strategic priorities for 2026–2027 through what we call Responsive, Responsible, and Excellent Technology.
