Personnel Liaison Services Team

The first ITA Spotlight of 2021 shines on the Personnel Liaison Services team (aka "HR").  With the retirement of Personnel Director Regina Hernandez and Sr Personnel Analyst Susan Bautista, we have new leadership in HR.  Acting Personnel Director Yuri Zaich and Personnel Analyst Kelsey Sato have joined Jun Abud on Personnel's ITA liaison support team.  From promotions to grievances, our Personnel Team plays such an important role at ITA.  We thought you would like to get to know them a little better.

 

Yuri Zaich, Acting Personnel Director I (213) 978-3394
Yuri began her City career in 2006 as a Clerk Typist with LAPD. She realized within her first year that working in Human Resources was her passion and has been doing HR-related work since 2007. Between 2007-2011 she gained experience working in the following Departments: Sanitation, Public Works, Engineering, and Airports. She joined Personnel in 2012.
Serves as the HR Manager responsible for directing a comprehensive Human Resources program for ITA.

Kelsey Sato, Personnel Analyst (213) 473-0116
Kelsey graduated from the California State University, Northridge (CSUN) in 2018, receiving a Bachelor's degree in Marketing and a minor in Management. A few months later, she started her career with the City of Los Angeles as a Management Assistant in the Selection Division of the Personnel Department and quickly promoted to Personnel Analyst working in Client Services.

Also serves as ITA's Training Coordinator for all training coordinated through the Personnel Department

Christine Velasquez, Personnel Records Supervisor (213) 978-3392
Christine is assigned to the Information Technology Agency, Dept of Neighborhood Empowerment, and Economic & Workforce Development Dept. She started her City career in 2001 as a Council Aide with Council District 14. She moved up through the ranks and in 2019, she promoted to Personnel Records Supervisor. She is fluent in Spanish and knowledgeable in American Sign Language.
PaySR unfreeze requests
Assist with requests to fill vacancies and promotions through NeoGov
Form 41 processing for new hires, promotions, department transfers, bonuses, FMLA, FLSA changes, anniversary date adjustments and terminations
Complete Verification of Employments and Deductible Absence reports
Negotiate release dates for employees promoting or transferring in/out of the department
Maintain Personnel Files

Staff is available to provide guidance to all managers, supervisors, and employees on the interpretation and application of City personnel policies and procedures, including a number of applicable MOU provisions; assist in recruitment/hiring, investigations, grievance, and disciplinary processes; process Worker's Compensation claims and Family Medical Leave Act (FMLA) requests; and assist with reasonable accommodations, employee benefits, work status changes, and other personnel-related matters.
