We live in a digital era and Angelenos expect their government to be online, easy-to-use, and accessible from any computing device. Towards this end, in 2022, the Information Technology Agency working with 150+ IT staff across the City of Los Angeles, completed an inventory of all L.A. City software applications and identified legacy vs modern applications using a five-point criteria (per Council Motion 21-0433). The ITA reviewed these applications and provided modernization recommendations in the form of this City of Los Angeles Application Modernization Strategy, including industry best practice recommendations, lessons learned for successful application modernization at LA City, available software platforms & contract vehicles, Cloud hosting and software as a service options, and specific modernization recommendations depending on the issues suffered by each legacy applications.

Modern government operations require modern software applications and integrated digital services. Using this Application Modernization Strategy, the City of L.A. is positioned to take advantage of the digital shift that occurred during the COVID-19 Pandemic, and recover to a "new better" not just a "new normal."
